By Sept. we have to decide whether to negotiate a long term sales agreement with the Soviets. If we dont we bankrupt a lot of Am. farmers—if we do we look like we’re caving in on our sanctions. We announced our go ahead on getting an Amendment to the Const. requiring a balanced budget. Lebanon looks worse not better. Lifted sanctions on Argentina.
