Early in the office & then off to Baltimore. Mayor Schafer is really great. He has lined up the business community in all kinds of development programs including summer jobs for teenagers etc. I toured a project. Then I addressed the Nat. Assn. of Counties on the Federalism program—interrupted 20 times by applause. Then a lunch with the Mayor and many of his business men volunteers. Back to W.H.—met with Cong. leadership to brief them on Lebanon, Iran-Iraq, & put in a plug for our C.B.I. program.
