Visit & lunch with P.M. Balsemao of Portugal. Nice man & trying hard to restore democracy to his country after the damage done by a few years of Communist rule. He believes both Angola & Mozambique (former colonies) are dying to get rid of their Soviet ties. Had a budget review—once again we’ll be asking for cuts which Angus will revisit even though we face a $150 bil. deficit. Phone calls re the MX compromise—most replies were favorable. We have dinner & overnight guests—The Billy Grahams. It was a warm & pleasant visit.
