President Reagan spends a better part of the day in briefings preparing for the upcoming budget discussions.
President Reagan participates in a security briefing where he learns that Secretary Shultz has crafted an agreement with allies of the US about trade with the Soviets, and issuing credit.
Most of day spent in preparing for budget discussions. More than 3 hours. A long N.S.C. meeting also. Geo. Shultz has worked out the agreement with our allies re the Soviets—trade, credits etc. This is more effective than our pipe line sanctions so I’m going to lift those sanctions. The agreement is what we tried for before the sanctions—the sanctions have done their job. Lunched with V.P.—he & Barbara are off for Africa to visit a few states we need to handhold a bit.
