Day started early—briefing Cong. delegation—Dem. & Repub. on the Caribbean Initiative. I think we may have support on this—Jim Wright seemed darn right enthused. Then the address to the O.A.S. It was extremely well received & remarks from Ambassadors relayed to me afterward were to the effect it was most impressive presentation ever made to the O.A.S. On way home stopped by Voice of Am.—spoke to employees. It is the 40th anniversary of its start—79 days after Pearl Harbor.
