A group called the Council for a Black Ec. Agenda met in the Cabinet room. I look forward to working with them. They want opportunity for Blacks & self sufficiency not handouts. They are well organized & know where they are going.

Then a meeting with the leaders of every national bus. group from The Round Table Co to the Nat. Chamber. They are solidly behind our effort to reduce spending & eliminate the deficit.

Our Cabinet meeting was a report on efforts to merge & consolidate a number of govt. programs & depts. It is a complicated problem & wont be settled by an easy answer.

Rcvd. 4 new Ambassadors & their familys then met with Bob Michel & a constituent of his—the C.E.O. of Caterpillar tractor. His problem is the imbalance of trade & our need to become more competitive in the world mkt.

Finished the day going back to the Corcoran Gallery at 7:30 P.M.—a reception for the Hoover Institute. A quick half hour & home.
