Supposed to be a half day but it turned out to be a full one. Met with Sen. R. Byrd to do a little stroking. A long Cab. meeting on options for treating with the unemployed. Bill Casey came by—feels strongly we should have a p.r. office to get our story to the country. We certainly cant depend on the news media. I agree with him. A lot of N.S.C. business—Eugene Rostow resigned as head of “arms control.” We’ve had trouble there. We’re appointing a new man also to head up our conventional arms reduction negotiators in Geneva. I think some of our friction in the top 3 staff is cleared up. Announced Margaret Heckler as Sec. of HHS.
