This morning in the Rose Garden we swore in Katherine Ortega as U.S. Treasurer. She impressed me very much. Pres. Pereira of Cape Verde arrived. He is quite a guy. He started out when Cape Verde became independent as quite partial to the Soviet U. He’s changed very definitely but I’m not sure his foreign minister has. This was a busy day. Said goodbye to the Pres. & went into an issues lunch. Then addressed a group in the East Room here for Minority Business Week. Crossed the st. to the exec. bldg. & met with the crew from RKO inc. Exec’s & News Directors. From there back to the Rose Garden to kick off the Combined Fed. Charity Campaign. Back to the Cabinet room for a meeting with the Scowcroft commission. Then to the Situation Room for a meeting with Sen’s. & Reps. (bi partisan) on START strategy. A reception for returning Supreme Ct. Justices—back for a haircut & finally upstairs to the gym, the shower & off to the Heritage Foundation Dinner. Back home—the dinner was well attended including people like former P.M. Fraser of Australia, officials from W. Germany, Korea etc. Speech well received.
