A day without a break. Congressional leadership—maybe that paid off because the House passed the conference budget bill 211 to 208 this afternoon. Meeting with Pres. Monge of Costa Rica. He’s a labor, socialist believer but staunchly anti-communist. We got along fine. He can help us get support in Cong. for the Caribbean Initiative. Meeting—private & parochial school heads re the tuition tax bill we’ve sent to Congress. Meeting Sens. Lugar & Garn re bill to subsidize home mortgages. They are both good friends & supporters but I’m afraid I have to veto their bill. Met 125 candidates for Cong. & had photo with each. I hope they make it. I wonder what it would be like to have a Repub. House & Senate? Yesterday Hinckley was found innocent by reason of insanity. Quite an uproar has been created.
