Gatieri is out. Things looking a little more optimistic in Lebanon but still a long way to go. Bill Wilson called—Vatican is going to re-establish relations with Libya—wants us to. I dont see how we can. Met to finally decide whether to lift sanctions on pipe line material to Soviets. Cabinet very divided. I ruled we would not remove sanctions. There hadn’t been the slightest move on the Soviets part to change their evil ways. Barry Goldwater came to see me—he’s upset by rumors that I’m going to dump Taiwan. I convinced him there is no way I’ll ever do that. N.R.C. reception in the East room then we’re off to Camp David.
