Demos. have come up with a House proposal for budget. It would add $151 bil. in taxes & make most if not all it’s savings in defense. Met with 3 groups—Inde. Bus men, Leaders of Trade & Bus. Associations & some top C.E.O.’s. All seem gung ho to support our plan. I leaned on them to start pressing on their Reps. & Senators. Our Repub. “Gypsy Moths” favor the Dem. plan. But Dem. Phil Gramm is coming up (as he did last year) with his own plan which may even be better than ours.
