Jack Koehler resigned this morning. I guess he & the job just didn’t jell. He’s going to be a consultant over at Charly Wicks shop & couple that with a pvt. enterprise job.

Our staff talks including N.S.C. had to do with legislative agenda & how to treat with Congress. We agreed I face a few vetoes on budget problems. George Shultz came by with a happy report on his trip which he says was the best one yet.

Then I had lunch with some members of the Repub. Nat. Committee Exec. board. It was a good group & a warm, fun, meeting.

Later in the P.M. a legislative strategy meeting—more of what we did this morning.

Cap W. came by. I read him the statement I’m putting in next Sat’s. Radio cast about him & George S. putting to rest the criticism of them in the Tower report. He told me of how our mil. has already moved equipment & men into Ecuador to give aid in the Earthquake area. I had a call from President Febres Cordero asking for help.
